About the project

Transport for Wales, on behalf of the Welsh Government, carried out a procurement (Competitive Dialogue) to secure an Operator and Development Partner (ODP) to operate the Wales and Borders Rail Franchise and to develop plans for, and subsequently implement and operate, the Core Valley Lines as part of Phase 2 of the South East Wales Metro. As well as this main procurement, a number of additional ancillary procurements were required to secure technical, financial and legal advice for the ODP procurement and contract implementation.

ChandlerKBS provided procurement support services to TfW during the Competitive Dialogue process under the Utilities Contracts Regulations for the ODP and ancillary procurements. Specific support activities included contributions to the procurement documentation, management of the tender management portal (AWARD), creation and management of the Data Room and individual SharePoint collaborative sites for the dialogue and tender stages of the process.

In conjunction with TfW and the wider Procurement Team, ChandlerKBS was also integral in the design and procurement of the Sustainable Transport Infrastructure Delivery (STrIDe) Framework, including market engagement and contract strategy, which will be used by TfW to procure contractors for construction projects to be undertaken on the transport network, particularly the rail network.

To date, ChandlerKBS has also managed on behalf of TfW a number of smaller procurement events (some OJEU, some framework and some under OJEU threshold) and, in some instances, subsequent contract management.
