About the project

This £4.1 million award winning project for Penarth Arts and Craft Ltd involved the sensitive and unique regeneration of the Grade II listed Pavilion building situated on the historic Penarth Pier. The scheme provided multi-functional space including gallery, exhibition, public art, entertainment and community support facilities.

The scheme was funded by the Heritage Lottery Fund, Community Asset Transfer Fund and numerous other grant organisations. The project was completed on time and within budget.

ChandlerKBS provided cost management, pre-contract project management and fund monitor services on the scheme, which entailed monthly valuations, production and presentation of monthly financial statements, agreement of variations, monthly funding draw-downs and close liaison with the client and several funding bodies.

The project won the National RICS Award 2014.

“Chandler KBS were extremely helpful in assisting me as the new Chair to formulate a contract structure and establish effective lines of communication with the various funders. Throughout the finalisation of design, the letting of the contract and the implementation of the contract the confidence of the trustees and the professional managers was immeasurably enhanced by their presence. They worked with all members of the professional team in a constructive and cooperative manner and gave us all the necessary information both to control costs and to ensure compliance with funders’ requirements and our charity’s objectives. This was all carried out in a difficult situation of cost constraint and listed building status. I would have no hesitation in recommending ChandlerKBS.”
