About the project
ChandlerKBS was appointed by Thames Water to provide due diligence and project governance services to facilitate the £22million relocation and replacement of the CEMEX concrete batching and aggregate plant at Kirtling Street, Cringle Dock in Battersea. The site was critical for Thames Tideway Tunnels to enable the construction of a dual drift shaft. We provided a due diligence review of the commercial and procurement proposals which were being presented by CEMEX.
We also provided an independent cost estimate of the proposed construction works and were subsequently engaged for a second phase of works to develop a rigorous and auditable tender process. We acted as independent witness to the tender opening, provided a detailed commercial assessment of the tenders and tender report, and facilitated discussions with the tenderers to achieve value engineered savings. We provided advice on the proposed operating cost calculations to assist the lawyers in specifications and pricing documents with CEMEX to be incorporated into the sale and purchase agreement.
