Case Study: Magnox
Magnox has ten sites across the UK and to date we have provided procurement services at seven of them plus we are actively engaged in developing a business-wide procurement strategy.
By way of example, at Trawsfynydd our procurement services commenced in 2004 (prior to the current contract), when we were engaged to develop an alliancing strategy for areas of decommissioning which involve high degrees of technical risk. We engaged stakeholders, agreed the strategy, developed the procurement process and documentation and ran the procurement event over a 12 month period from OJEU notice to contract award. The alliance involves four contracting partners, each with separate but complimentary contracts, bound together under a strategic alliance. We convinced Magnox to use the New Engineering Contract (NEC3) in preference to their own bespoke terms and as a result Magnox has subsequently adopted NEC3 as its contract of choice. ChandlerKBS is still involved in the alliance as a member of the Steering Group.
During 2006 ChandlerKBS was engaged again to procure a contractor for a £15m waste store. The OJEU compliant event commenced by using the Achilles database to establish a tender list. We produced all the tender documentation and associated evaluation protocols, managed the event and evaluations and finalised the contract over a nine month period.
In parallel, we procured a large piece of mechanical equipment for installation in the store and then we managed the novation of this contract to the main construction contractor. ChandlerKBS commercial resources subsequently managed the commercial aspects of the contract including measuring and monitoring key performance indicators.
Since 2007 ChandlerKBS has continued to provide ad hoc procurement services, advising on strategies, reviewing procurement documentation, drafting conditions of contract and providing training, mentoring and coaching in the deployment of contracts. These services have included facilities management arrangements, laundry contract and asset care and maintenance arrangements.
